FujiSPHNetCpuBatchReset 方法

[Authorization] This command is used to stop all the CPUs that exist in a configuration in a batch. If a CPU is already stopped, or if the key switch is set at "RUN" position, the CPU does not perform processing for stop, which, however, does not result in an error, and a response is returned normally.
